DANVILLE CITY COUNCIL
JANUARY 7, 2003
#1....THE REGULAR MEETING of the City Council of the City of Danville was called
to order at 6:00 p.m. by Mayor Robert E. Jones.
THE ROLL CALL was answered by Mayor Robert E. Jones, Aldermen Terry Baldwin,
Linda Bolton, Dale Brandenburg, Bette Brown, Lester Brown, Lois Cooper, (Vice
Mayor) Steve Foster, George Jimson, Nancy O’Kane, Michael Puhr, David Sprouls
and Jose Velazquez. Absent were Aldermen Jean Davis and Steve Nichols. A quorum
was present.
Staff Members Present: Development Services Director John Heckler, Human
Relations Director Sandra Houston, Public Works Director Doug Ahrens, City
Engineer Cameron Alden, Police Chief Carl Alexander, Fire Chief Matt Weber,
Personnel Director Sherri Johnson, Finance Director/
Comptroller Ron Neufeld and Corporation Counsel John “Pat” Wolgamot.
#2....INVOCATION was given by Alderman Lois Cooper, followed by
#3....THE PLEDGE OF ALLEGIANCE led by Alderman Bette Brown.
#4....THE MINUTES of the regular meeting held December 17, 2002, having been
published, posted and distributed, were presented. Alderman L. Brown moved for
approval, seconded by Alderman Cooper. On the voice vote, all ayes, no nays; the
motion so ordered.
#5....THE AGENDA for the evening was presented. There being no changes, Alderman
L.Brown moved for approval, seconded by Alderman Cooper. On the voice vote, all
ayes, no nays; the motion so ordered.
#6….MAYOR’S REPORT
#6-A..Proclamations – None
#6-B..Board/Committee Appointments
Mayor Jones announced the following appointments:
• Lowell Diveley re-appointed to the Airport Authority, term to expire 12/31/07
• Robert Dietzen appointed to the Library Board to replace Laura Williams, term
to expire July 2005.
Alderman Cooper moved to concur with both appointments, seconded by Alderman
Jimson. On the voice vote, all ayes, no nays; the motion so ordered.
#6-C..Reports of Boards, Agencies, Commissions
Sandra Houston announced the Martin Luther King Celebration events including the
Scholarship Banquet on January 19 at 4:00 at Days Inn, with tickets available,
and a parade on January 20 beginning at 10:00 and a church service following at
11:30 at St. James Church.

#7….PETITIONS, COMMUNICATIONS, AUDIENCE COMMENTS
• Bonnie Walker, 2506 N. Vermilion, spoke concern about the delay in informing
residents about the City not being able to put a leaf-burning question on the
upcoming ballot. She is disappointed that residents will again not be allowed to
voice their opinion on whether or not to allow leaf burning.
• Winter Bruce, 513 Harmon, owner of Fetch-Um Transportation, voiced complaint
that he was unfairly made to temporarily shut down his business and he made
claims that the City is discriminating against his company and violating his
civil rights.

Vice-Chairman Sprouls presented Items B & C for a single vote, moved to dispense
with the readings and asked for approval. There being no objections, Alderman
O’Kane seconded. Those items being:
#11-B..Payroll for December 20, 2002 of $42,244.80, December 27, 2002 of
$410,447.88 and for January 3, 2003 of $52,725.22;
#11-C..Vouchers Payable, each having been published, posted and distributed, for
December 24, 2002 of $153,425.62, December 31, 2002 of $935.12 and $153.72, and
for January 7, 2003 of $380.008.41;
There being no discussion, the roll call vote being:
Ayes: Aldermen Foster, Jimson, O’Kane, Puhr, Sprouls, Velazquez, Baldwin,

#11-D..Vice-Chairman Sprouls presented RESOLUTION NO. 2003-1 authorizing a
budget amendment in the Police Department budget to increase Clothing
$10,000.00, moved to dispense with the reading and asked for approval, seconded
by Alderman Jimson. There being no discussion, the roll call vote being:
Ayes: Aldermen Jimson, O’Kane, Puhr, Velazquez, Baldwin, Bolton, Brandenburg,
B.Brown, L.Brown, Cooper, Foster
Nays: Alderman Sprouls
Absent: Aldermen Nichols, Davis
Motion carried 11 to 1 with 2 absent.
#11-E..Vice-Chairman Sprouls presented RESOLUTION NO. 2003-2 authorizing the
write-off of various uncollectible delinquent accounts totaling $16,362.38,
moved to dispense with the reading and asked for approval, seconded by Alderman
Velazquez. Alderman Cooper questioned if staff could contact mortuaries on a
regular basis and file against the estates that have delinquent accounts.
Corporation Counsel stated that the majority of those with delinquent accounts
do not have any probate estate proceedings to begin with and that most do not
own the property. There are liens placed on property whenever possible. There
being no further discussion, the roll call vote being:
Ayes: Aldermen O’Kane, Puhr, Sprouls, Velazquez, Baldwin, Bolton, Brandenburg,
B.Brown, L.Brown, Cooper, Foster, Jimson
Nays: None
Absent: Aldermen Nichols, Davis

#11-F..Vice-Chairman Sprouls presented ORDINANCE NO. 8297 conveying real estate
commonly known as 504 LeSeure to Habitat for Humanity of Danville, Inc., moved
to dispense with the reading and asked for approval, seconded by Alderman
L.Brown. There being no discussion, the roll call vote being:
Ayes: Aldermen O’Kane, Puhr, Sprouls, Velazquez, Baldwin, Bolton, Brandenburg,
B.Brown, L.Brown, Cooper, Foster, Jimson
Nays: None
Absent: Alderman Davis, Nichols
Motion carried 12 to 0 with 2 absent.

There being no further business to discuss, Alderman Cooper moved to adjourn,
seconded by Alderman L.Brown. On the voice vote, all ayes, no nays; the meeting
was adjourned at 6:21 p.m.
