NEW STORMWATER MANAGEMENT AND EROSION CONTROL ORDINANCES

On Tuesday, May 16, 2017, the City of Danville passed a revised stormwater management ordinance as well as a new erosion control ordinance.  Both become effective May 27, 2017.  Please see the New SW & EC Ordinances page for more information.  This page will be updated to reflect the new ordinances once they become effective.

CONSTRUCTION SITE EROSION CONTROL

No one wants to cause polluted runoff.  But it happens all too often.

​Whether you're a homeowner doing a small job in your back yard, or a large construction contractor, it's your responsibility to ensure you prevent erosion and other forms of pollution at the job site.

The City of Danville ensures that all construction projects which disturb 1 acre or more of ground meet the NPDES requirements set forth in the Clean Water Act, and regulated by the Illinois Environmental Protection Agency (IEPA).  If your project needs an NPDES permit, it is your responsibility to implement measures to control the discharge of sediment and other pollutants from your site to prevent them from entering the creek, river or lake downstream.

​As part of the NPDES permit from the IEPA (ILR10), your project will need to develop a Stormwater Pollution Prevention Plan (SWPPP), which calls out potential pollutant sources and how they will be controlled, as well as site plans which include temporary and permanent measures (silt fence, sediment basins, check dams, concrete washout areas, temporary and permanent seeding, etc.) to prevent soil and other pollutants from leaving the construction site.

Some of the other requirements of the permit are:
* Having the permit, plans and SWPPP onsite at all times
​* Having the applicable documents signed by a responsible party
​* Qualified Personnel performing weekly and after-rain event inspections.  The City of Danville has developed an inspection report form, which can be printed as one page, double-sided, to facilitate your inspection requirements.  This thorough, yet concise report will guide you in inspecting and maintaining your erosion control measures.
​* Installing all erosion and sediment control measures per design details and specs.  Most E&S BMP details can be found in the Illinois Urban Manual.
* Performing any and all maintenance necessary to prevent erosion and runoff pollution, including maintaining "in good and effective operating conditions, all erosion and sediment control measures and other Best Management Practices"
​* Notification to the IEPA at certain times throughout the life of the project
​* Retaining records related to your NPDES permit for at least 3 years

EROSION CONTROL TRAINING AND CERTIFICATION INFORMATION

Various erosion and sediment control training and certification programs exist throughout the country.  Consider some basic training to fulfil the requirement for "Qualified Personnel" to perform the site inspections in Illinois.
